The challenge

Banks cannot approach blockchain participation as a collection of wallet addresses alone. Regulated financial institutions operate around identified participants, internal governance policies, and rules that need to evolve over time. Reguli was created to make those requirements part of the blockchain operating model rather than an external manual control layer.

Our approach

Reguli was designed around an identity-first model. Instead of treating an address as the primary representation of a participant, the system places identity at the center of the compliance and governance layer. Institutional policies are represented as codable and versionable rules. This allows banks to translate their own governance requirements into policies that can be managed as part of the blockchain system. The result is an operating layer where blockchain infrastructure can work with institution-defined policies rather than forcing every institution into the same fixed governance model.
